Background

Mera was born in to a noble house of Atlantis in 1990. Though normally a joyous occasion, in this case it was more of a scandal due to her mother being a mortal rather than an Atlantean. Her immediate family may, reluctantly, accept her, but to most Atlanteans she is a mutant creature to be derided and ignored. Her father, unable to miss the antipathy, ensured that Mera was trained to become an exemplary warrior to both protect herself and to show her worth. There were some incidents in her youth when these skills were put to use on bullying peers. That Mera is obviously more powerful than many Atlanteans is due to her mortal mother also being an X-Gene mutant - though this is not generally known. Atlanteans referred to Mera as a mutant because of being a half-breed rather than knowing her actual X-Mutant/Atlantean make-up.

Mera was a curious soul, eager to learn and test her abilities - which were exemplary even among Atlanteans. This brought her into contact with surface dwellers, usually out on the high seas and with crews that had scant regard for the ocean, where she would sneak on board their polluting ships and deal out retribution. It may have made some Atlanteans like her better, but the rumors of the Red She-Witch that haunts the ocean has many human sailors fearful and violent towards the inhabitants of the sea.

Still, the fact that she has had some contact at all, and looks more human that most Atlanteans, places her in a position as a potential ambassador for Atlantis. With the strange goings-on in New York involving mutated sea creatures, Mera has been dispatched to find out what is going on. It is not an official embassy, as the Atlanteans expect the humans to be behind it, so she is acting undercover. For now.

Powers

• Super Strength: Mera can lift up to 20 tons. This strength can also be used to rip through metal, such as the hulls of ships.
• Super Physiology: With the assistance of her water manipulation (see below), Mera can easily swim at a cruising speed of 100 mph. Her maximum speed is around 300 mph, though that can only be maintained for brief periods. She is also able to run faster than any human and is as agile as an Olympic athlete both in the water and on land.
• Superhuman Durability: Mera has high resistance to blunt trauma, physical attacks, magical attacks, projectile weapons, and falls from great heights.
• Enhanced Senses: Mera is able to see, hear, and talk underwater like a mortal on dry land. She is also able to detect the presence of water around her, up to a distance of fifty feet.
• Long-Lived: Mera, like all Atlanteans, ages slower than mortals. She has an expected lifespan of around 150 years.
• Underwater Adaptation: With her durability and water manipulation, Mera is able to withstand the extreme pressures and temperatures of the ocean. She can breathe easily on both land and water (though she prefers the water).
• Water Manipulation (General): Mera can manipulate water into any shape or form. She is able to draw it from any source, including the bodies of lifeforms that contain water or out of the air itself. The manipulation of the liquid in bodies can bring on dehydration, or, if she is feeling particularly angry, be used to crush internal organs. The length of time to gather water for power purposes depends on its proximity. Water she touches or within ten feet can be utilized almost instantaneously, otherwise it must be drawn to her first. The maximum range for water availability is about fifty feet.
• Water Manipulation (Blast): Mera can use her control of water to create physical (above water) or concussive blasts (below water). The strength is greater when she is surrounded by water - i.e. underwater - where she can create concussive force from a tickle to great enough to easily crush submarine hulls (around 2000 PSI) though she can go up to around 10000 PSI with supreme effort. Above the surface, her blasts are less powerful but no less damaging. If there are only small amounts of water available, they will make up in velocity what they lack in volume, able to flay exposed skin from the body or pierce metal up to six inches thick. If there is plentiful water available nearby, the blasts will be like from a super high velocity hose up to around 1000 PSI. She is also able to 'blast' in the form of a tsunami wave that is designed to clear out areas up to a hundred feet wide. All of her blast powers are restricted by the water available; it is unlikely she could create a wave from the water collected from a desert environment but she could use it to do pin sized attacks that would pierce most objects.
• Water Manipulation (Shield): The creation of 'hard water' allows her to use it as a shield. This shield is able to withstand physical blows and concussive force such as bullets, artillery shells, and punches with power up to a forty-ton blow. Even if the attack is more powerful, the hard water can absorb much of the blow before dissipating. Mera needs to concentrate to maintain hard water so her other powers are reduced while she is doing so - though not unable to be used. Her martial arts techniques have given her the training to switch between defense and attack. She could use the water as a shield and then use it to blast her opponent - though she would then have to regather the water to use as a shield again.
• Water Manipulation (Travel): Mera can use hard water to transport her over other liquids akin to self-propelled surfing. She can gain speeds up to a hundred miles an hour in this way. She may also use it to reach great heights, manipulating the water beneath her to spire up into the air. The height reached is dependent on the amount of water available and her need to breathe.
• Water Manipulation (Weapon): Mera can use her hard water power to create a physical weapon to be used like any other. She may create a trident, a sword, or any other type of weapon that is of one shape and without moving parts. The power of the weapon is equivalent to a peak version of whatever she is copying - a perfect sharp sword for example. It does not have any supernatural power in itself, but in combination with her manipulation powers and training, she could use it to strike an opponent that would otherwise not be harmed, but then have the water penetrate minute holes in armor/flesh to attack her foe.
• Water Manipulation (Defense): Mera is also able to reduce the power of water, or liquid, attacking her. To the same quantity and pressure she can generate, she is able to halt outright (if she sees it coming). If more, then she can subtract from its power up to her own limits.
• Aquatic Healing: If Mera is damaged, she is able to heal faster than mortals or even most Atlanteans. The healing is accelerated even further by immersion in water. When immersed, bruising disappears in moments, cuts heal in seconds, broken bones and internal injuries within hours. Alas, it does not allow her to reconstitute severed limbs.
• What is Water": For the purposes of Mera's powers, water is any liquid where H2O can be extracted though it can also be in frozen or gas form.

Skills

• Warrior: Mera was trained as a warrior and is adept in martial arts (including the incorporation of her water manipulation powers), stealth, and surveillance.
• Leadership: As a noble of Atlantis, she is used to a leadership role. Mera is not afraid to take charge in situations, whether people ask her to or not.

Advantages

• Scale Armor: The green scaled armor that Mera usually wears adds to her durability and is bulletproof. It is also water-dynamic (underwater aerodynamics) to assist with her swimming speed.
• Nobility: As a noble of a house of Atlantis, Mera has access to great wealth, albeit of a pearls, gems, and sunken treasure variety. She does not have access to human currency but can obtain some if needed. She also has access to Atlantean underwater vehicles.
• Technology: Atlantean technology is more advanced than the surface dwellers in aspects such as weaponry and undersea vehicles (obviously).
• Underwater Vehicles: Mera is adept with the piloting and maintenance of underwater vehicles of both Atlantean and mortal construction. All that swimming can get tiring so there is no shame in using a craft every now and then.

Flaws

• Noble: Mera expects to be treated with respect and deference and comes across as cold and haughty to those she decides are beneath her - unfortunately, this includes most surface dwellers. She may not even acknowledge those she considers especially uncouth.
• Sea Dweller: As a person who much prefers being underwater, Mera does not like spending much time on dry land. There is nothing physically preventing her from doing so, but mentally it is uncomfortable.
• The Surface is Strange: Since those on the surface are barely worth knowing, their society, customs, and culture is equally unimportant. This will result in Mera making quite a few mistakes interacting with them.
• The Surface is Evil: Centuries of Atlantean suffering from surface dweller pollution and ignorance has instilled more than a little hatred and mistrust for them. The feeling is probably mutual.
• Mutant: Mera is a half-breed of Atlantean and Mortal - thus her pale skin and relative ease above the surface. Despite being of noble birth, she is seen by many Atlanteans as an impure mutant and may suffer discrimination as a result. Some may even try to kill her. Likewise, the surface dwellers, if they knew her lineage, would treat her how they treat other mutants.
• Water Based: Even though Mera is a half-breed and can survive outside of the water, her powers do fade the longer she is without immersion. It may never kill her but will certainly weaken her. Dehydration, and excessive heat attacks, are especially potent against her.

• Agent Turner: A mortal manipulator of water who works for WAND. He is either very dangerous to Atlantis or a useful ally - the jury is still out. At least he shows the appropriate respect.
• Captain America: A noble man though not a nobleman. He was less helpful than hoped, but he would if he could - which is more than can be said for most humans.
• Daredevil: The scourge of the night who helped me deal with some brigands. Has an interesting outlook on morality.
• Esme: Gargoyle looking for guidance. If her body of stone was not a concern underwater, she might be worth recruiting.
• Eve: More than meets the eye. I saw her on the cat video channel and tracked her down to help with the plant infection problem. Eager to help which is more than most humans. Dresses like a Gothite.
• Harley Quinn: Interesting dresser but good at lateral thinking. Gave me some leads to follow up in a place called 'The Hamptons'.
• Helena Wayne: First contact on the surface world - other than an irate lobster torturer. Helena proved to be a much better representative of the surface dwellers. Friendly, respectful and resilient. Her father may be the King of New York.
• Hulk: Attacked by humans for being different though he seems to have a noble soul. I offer him Sanctuary.
• Joker: Self-proclaimed Prince of Crime, he seems to be assisting the lost people in the Damaged Zone. Not a respecter of personal space, and others have told me he is a psychopath, though he seems no more unhinged than most humans to me.
• Kate: Met her swimming in the ocean. Seems respectful but also a bit wary. She is going to show me hot dogs, sausages, and ball games.
• Keiko: Aggressive protector of Koa. I have no idea what she can do, if anything, but she certainly has a loud bark. Loyalty is a virtue.
• Koriand'r: A woman of regal bearing and therefore intelligent and knowledgeable. She comes from Malta. I do not recall that they have royalty there.
• Namor: King of Atlantis. Noble. Forthright. Intelligent. Never makes mistakes since he is king.
• Ivy: A friend of Eve's who is an expert at plant life. We shall soon see.
• Sarah: Noble of spirit and action, she is also a fellow manipulator of water. She intrigues me in many ways. No longer in danger, it is good to see that her quest was successful.
• Scandal: The Lady in Black. Intelligent and knowledgeable though she seems to be in trouble with an oppressive government that demands much of her in return for her freedom. That does not seem right.
