Background

It would be something of a mistake to say that Kian Allard-Liao had a normal upbringing. Sure he did a lot of the things that young people do: He went to school, had friends, agonized about going to college but there was one key difference. Most children do not have parents who are secretly part of a tech-ninja clan.

The Project was an offshoot of an ancient martial arts organization calling itself 'The Chaste'. They found their parent organization to be too hidebound, too beholden to traditions that enemies like the Hand and the Celestial Order of Si Fan had discarded for modern advantage long ago. So they conceived of an audacious project: marry the old ways to bleeding edge technology. Get the best of both worlds.

It was inconceivable that Kian would not be involved in this project. He was bright and precocious youngster and his parents - scions of the well known Allard and Liao lineages - were highly respected in The Project. Kian was brought on at the age of 14 along with a handful of other promising young students and progressively modified to unlock his inner potential. By the time he had graduated high school he was nearly ready to begin training for actual field operations. The Project gave him the name 'Shiranui' after the ghost-lights of old Japan.
For a time it all worked out. For several years Shiranui and his fellow psiborgs fought the enemies of the Project. They won some, they lost some, but there was always a sense that the world was in balance and that power was in the right hands.

Two years ago the Project was betrayed from within. Who exactly did that Kian has no idea but most of their major strongholds were destroyed or went silent simultaneously, and then the operatives still in the field were hunted down. Cut off and far from his home in Los Angeles, Kian did the only thing he could. He ran, and he survived.

Since then Shiranui has tried in vain to find any evidence of survivors. So far as he knows he may be the only one. It did not take long for his thoughts to turn from salvage to vengeance though and for the past two years he has played a deadly game of cat and mouse with the Hand and the Order - whom he is reasonably convinced were both involved.

Six months ago the trail led to New York and Shiranui followed. He has been laying low and establishing himself, but it cannot be long before the trouble that inevitably follows him catches up.

Powers

• Technopath: Kian operates his special equipment via a technopathic gift. He can also use this gift to operate machines that he can see - via cameras works - that are also within a mile of him. He can access networks but as noted under Digital Shadow, he isn't a hacker. He can, however, with the right equipment provide a link for one.

• Kinetic Fields: Kian's implants allow him to telekinetically augment his physical abilities, giving him the potential to boost his strength, speed, agility and reaction times slightly beyond human maximums. He can also strike with concussive force at a range of about thirty yards, with a force that varies from 'sledge hammer' to 'concussion grenade'.

• Battlemind: Kian can enter a state of heightened awareness which lets him perceive his surroundings in all directions as if he were looking directly at them. This perception works in any lighting condition, but otherwise only functions as well as his regular sight. Still, it does even the odds in many versus one fights.

Skills

• Covert Operative: Kian is skilled at getting into and out of places undetected. To that end, in addition to the skills needed to avoid or bypass locks and security systems, he is also skilled at rapidly traversing cluttered or urban environments at speed, which looks remarkably like parkour. He also speaks Japanese and Mandarin.

• Way of the Blade and Gun: Kian has trained extensively for both armed and unarmed combat, with his weapon focus being on blades and personal firearms. While he cannot be considered a master based on skill alone, the extra boost he gets from his abilities lets him compete with - if not necessarily best - people who have been honing their skills for far longer.

• Digital Shadow: Kian is capable of bypassing or brute forcing down some types of electronic security, but anything that requires actual hacking and not just using exploits and vulnerabilities is beyond his skill set.

• Masked Rider: Kian a pretty good rider of motorcycles in general, and incredibly skilled on his custom bike to the point that he can perform complex or dangerous maneuvers while engaging in combat and not miss a beat.

Advantages

• Kinetic Amps: Kian has 4 kinetic amps that allow him to make use of his TK abilities in new ways.
• His boots allow him make standing leaps of up to 20 yards (double with a runup) and project TK fields to leap off in midair.
• His gauntlets allow him to project small (covering no more than two thirds of his body from a single direction) short lived force fields (no more than 3 seconds) capable of withstanding vehicle scale weaponry.
• The Psi-Gun lets him channel telekinetic attacks either as a sniper rifle or a machine pistol.
• The chain sword can be either a sword or a bladed whip, and can cut through conventional armor such as steel, composites or ceramics. Thick material (half an inch or more) takes time to cut and this is not advised during combat.

• Infiltrator Kit: Kian has armor and a vehicle left over from the ruins of the Project. The armor is a low profile model that fits beneath clothes and is proof against military grade personal firearms and equivalent. When fully worn it also has communication, data uplink and air filtration functionality. The motorcycle - the Kunai Mark IV - is a futuristic looking but otherwise quite normal high performance electric bike with a max speed of 300 mph and a high capacity battery.

• Friends in Low Places: Kian still has contact with a lot of the Project's old support network. It can be reluctant to help him but services like credential forging, long range transport, unusual supplies, hacking or general information and rumors can be had for the right price.

Flaws

• Hunted: Kian's trip to New York was one part hunt to two parts being hunted. The Hand and the Celestial Order of Si-Fan both know who he is and in general where he is and they know he has the last of the secrets to the Project's Psibernetic technology. They'll take every chance they can to remove him from the board, and damn the collateral damage.

• Prototype Tech: The Psi-Tech implants that Kian have are experimental and operate on some fairly fringe science principles that aren't fully understood. Consequently they have a tendency to fritz out at inopportune moments.

• Feedback: Straining the implants or the kinetic amps in any way can result in migraines, bruises and burns from feedback, and sadly combat operations pretty much always strain the implants in one way or another so Kian is near constantly dealing with low levels of injury and pain.

• Burnout: Perhaps unsurprisingly, using experimental technology to turbocharge the brain has psychological fallout. Using his implants in anything longer than short bursts leaves him an a deadened emotional state and can compromise his ability to tell right from wrong during these episodes. The strain on his psyche also exacerbates mundane psychological issues such as - say - trust issues from being on the run.

• Fuel Dependent: The Psi-Tech implants run off a psychoreactive liquid fuel that has to periodically recharge itself by absorbing 'potential energy' from Kian himself. From a full charge it can provide about four hours of continuous power use, or more if the use is intermittent. When depleted it, takes six hours of non use to recharge, but see Calcium Kickstart for an exception.

• Calcium Kickstart: The reaction that allows the implants fuel to charge depends on the presence of small amounts of calcium hydroxide, which normally Kian gets through a careful diet. In extremis Kian can ingest foods with somewhat higher concentrations of the additive, but doing so often means 'acquiring' appropriate (and often foul tasting) food or drink, usually while in a dire situation. Doing this kickstarts the reaction and can provide several minutes of power but DEFINITELY counts as straining the implants for the purposes of Burnout.

• Obvious Activation: Subtlety is not a strength of the Psi-Tech implants. Even without the kinetic amps and armor, his implants on his forearm and back will light up when he starts using any of his abilities. These effects can be picked out in a crowd from the right angle and at night they shine like a beacon, forcing him to carefully position to avoid giving himself away, or drawing down big trouble if he's already been spotted.
