Background

Barbara Gordon, the adopted daughter of the Police Commissioner, was the original Batgirl until she was shot through the spine by one her fathers enemies. The shooting left her crippled and for several months, Barbara remained hidden only attending physical and emotional therapy sessions.

However, she soon tired of being afraid and feeling useless and started using her skills as a researcher and a grant from a wealthy benefactor, she developed the Oracle Network, an information and technological network that rivals most major intelligence and military agencies around the world. Now Barbara, aka Oracle, is known as an all-knowing information goddess.

After six years or so of being confined to wheelchairs Babs was approached with an experimental technology that could restore her ability to walk. The trade off? If it worked, Babs Gordon would have trouble walking, but Batgirl would take to the streets once more.

It took several months of extensive remedial treatment and retraining before the redheaded Batgirl was seen on the streets of Gotham. That was several months ago and Barbara Gordon has just shown that she is able to walk, with aids.

Mostly White Hat Hacker

Having honed her computing skills, high security computer systems generally pose no problems. A computer hacker of the highest order that rivals some of the best in the world, Oracle will try her skills and generally do well against security systems like SHIELD and the Government.

Computer Genius

Barbara has a naturally high level of intelligance (she might be considered a genius) and is second-to-none when it comes to using computer systems. She knows all of the tricks, has invented some of her own to optimise the use of a computer system and can even manage some programming of her own.

Private Investigator

Barbara has been trained in investigation. Using that skill she assists with investigations worldwide.

Combat Training

Barbara is trained in a variety of different martial arts and excels at hand to hand combat. Babs can use a bow, gun or any thrown weapon, it really doesn't matter. A talented marksman with a Batarang, she capable of some fairly remarkable feats of accuracy. Babs can parkour and tumble with the best of them as well as escape from many kinds of restraints — ropes, handcuffs and the like however, due to her prior injuries, she has to take care.

Photographic Memory

Barbara has Eidetic Memory. She can recall images, sounds or objects with precision within a few minutes.

Linguistics

Barbara can speak in addition to English, Russian, Madarin and Japanese at a conversational level.

Field Medic

Definitely not a trained doctor, Babs has learned how to patch up wounds in the field and treat people for basic ailments.

Advantages

Clocktower

Initially funded by a grant from a wealthy benefactor, The Clock Tower is Oracle's hideout. Completely kitted out to aid Oracle in dealing with or finding information, the Clock Tower is incredibly secure and has a defense system that will alert Oracle; stop ordinary, run of the mill baddies immediately; and provides lee way to let her get out if high level criminals come knocking. The Clock Tower will sleep up to 6 people (including Oracle), provides wheelchair access and has a fully stocked field medical area. It's important to note that there is nothing tying Barbara Gordon or Oracle to the purchase, ownership or tenanting of this building.

She now funds the upkeep of this place through Gordon Investigations.

Safe Houses

Oracle has access to a number facilities that she uses as safe houses through New York. Most of these are through her contact network and used to help heroes and others when they need lay low. At any one time she has access to approximately a half dozen places that she can use.

Arsenal

Oracle has a fairly extensive basic arsenal which includes: Batarangs (projectile thrown weapon with razor edge), Pellets (smoke, tear gas, knockout gas), Tracers (adhesive miniature GPS locators) and escrima sticks.

Oracle Network

Oracle operates a number of cutting edge IT Systems. Part of the system include a number of surveillance and utility drones with scanning abilities (including infrared, nightvision, telescopic zooms) and communications relays. Through Wayne Tech, she also has access to a number of satellites that she use for surveillance and tracking purposes. She has multiple computer servers that are networked to offload and share processing power when conducting big scans (particularly when hacking systems). Of course, the systems have the latest in decryption algorithms installed as well. Behind all the physical processing power is a database of information on the heroes, villains and organizations she's encountered over the years.

The latest updates to the Oracle Network allow Babs, or perhaps Batgirl, to access the command system remotely using typed or voice input and provides full access to the power that brings.

Gordon Investigations

Barbara operates her own Computer Forensics and Private Investigation firm. Having the backbone provided by the OracleNet certainly aids this and the funds earned, go to maintaining her accommodation and computing facilities.

Contacts

Oracle has contacts within much of the hero community, and also has people who sell her information among the underworld and criminal sets.

The Bat Family

Barbara has been part of the Bat-Family from when she was the original Batgirl. She has all the rights and privileges associated with it, and access to backup, gear, and tech help.

Suits

Batgirls armored suit has hidden armor plates cover vital locations, next generation armor weaves cover everything else, offering a trade off of protection for speed and flexibility. The suit provides resistance to small arms fire, bladed weaponry, and limited protection against blunt impacts. The hood of the suit has a wireless connection to the OracleNet with a HUD and provides some environmental filtering as well as the ability to see in low light conditions.

Flaws

It's A Ruse

After being paralyzed by a bullet, Barbara was wheelchair-bound and cannot get around without her chair or other assistance. After accepting an experimental treatment, Babs has regained the full use of her legs BUT to the world, Babs Gordon has limited mobility, often requiring the assistance of walking aids. Batgirl (the redheaded one) however, is free to roam the streets at will - as long as she in costume.

Weak Point

No matter how good the surgery. No matter how intensive her remedial therapy. Babs backbone is always going to be a weak point and Oracle/Batgirl will be confined to her chair again - either temporarily or permanently.

Too Smart For Her Own Good

One of the drawbacks of being so intelligent is that you sometimes forget to look at all the facts. Whilst Oracle is thorough in processing information, sometimes she may miss something.

Guns

Since being shot, Babs has an unreasonable fear of guns. When they're drawn or fired, she generally freezes which slows her reactions to the bad guys(tm)

Wireless Connection

The wireless connection in Batgirls suit has state of the art protection and encryption but that doesn't make it fool proof. Someone clever enough or with enough time might be able to hack into it. The connection can also be disrupted if someone knows what they're doing.

Secret Identity

Babs is the daughter of the Police Commissioner and a business owner. Many would love to know just who Oracle, and now Batgirl, is. It's a tricky thing maintaining all those personas.
